The scoter featured in the above photo is a Surf Scoter, based on, among other details, bill shape and location/shape of white spots on the head.

The park is actually closer to Toledo than that freely advertised gift shop.
The Scoter was seen from 2 PM until at least 3 PM.

Sunday morning there was a female White-winged Scoter at Indian trails park (entrance from Burt st.) hanging around the Dam.  A little far from Toledo for a report but there doesn't seem to be much else being seen right now.
